The Taxable Payments Annual Report, or TPAR, lists the amounts you paid to each contractor and is due by 28 August each year. The ATO matches those figures against the income contractors declare, and paper lodgement is no longer accepted. If your work is only partly in those industries, a 10% test decides whether you must lodge, though that test doesn't apply to building and construction services.

This is where accountants for small businesses with trade clients earn their keep. They ask for contractor ABNs and addresses while you are paying people, not in August, and they know whether your mix of work triggers the report at all. A firm that has never heard of TPAR is telling you something about its client list.

If you sell things

Stock changes the tax maths. Under the general rules, an increase in the value of your stock over the year counts as assessable income, and a decrease is a deduction. Small businesses whose stock value has moved by $5,000 or less may not need a formal stocktake. If you skip it under the simplified rules, closing stock is treated as equal to opening stock, so real drift never reaches your tax records. You can still choose to do a stocktake, and plenty of retailers should, because a stocktake shows shrinkage, slow lines and dead stock long before a tax return does.

Ask how the firm values stock, whether by cost, market selling value or replacement value, and why it suggests that method for you. A good answer refers to your shelves, not a textbook.

If you sell your own time

Consultants, IT contractors and other freelancers fall under the personal services income rules. These depend on the nature of your income, not on whether you hold an ABN. One question sits at the center: how much of your income comes from a single client and their associates? Picture an Adelaide IT contractor placed through one agency. Most of their money comes from a single source, so the answer isn't automatic; it depends on which tests they can use.
