Institutions of education, and the device of which they're part, face a host of unprecedented problems from forces in society that influence and are influenced by these very institutions and their communities of learners and educators. Among these allows are sweeping demographic improvements, downsizing provincial finances, revolutionary developments in information and telecommunication technologies, globalization, opposition from new academic companies, market difficulties to form instructional and scholarly methods toward profit-driven stops, and increasing needs and demands for elementary improvements in public places policy and public accountability relative to the role of larger education in approaching pressing dilemmas of areas and the culture at large. Anyone of these issues would be substantial independently, but collectively they boost the difficulty and problem for training to maintain or improve the simple function of helping people good.

The Common Agenda is supposed to be always a "living" document and an open procedure that manuals combined activity and understanding among committed associates within and beyond larger education. As a full time income document, the Frequent Agenda is an accumulation of aimed task directed at advancing civic, cultural, and social tasks in society. That collaboratively created, implemented, and aimed Popular Agenda aspects the diversity of task and programmatic foci of an individual, institutions, and networks, as well as understands the normal passions of the whole. As an open process, the Frequent Agenda is just a framework for connecting perform and associations around frequent interests emphasizing the academic position in offering society. Numerous modes of aliening and augmenting the most popular function within and beyond knowledge will be provided within the Frequent Agenda process.

This approach is naturally formidable and special in its function and application. Finally, the Common Agenda issues the system of higher training, and those who see training as imperative to approaching society's pushing issues, to act intentionally, collectively, and obviously on an changing and substantial group of commitments to society. Presently, four broad matter areas are shaping the focus of the Frequent Agenda: 1) Making public understanding and support for the social quest and actions;  Cultivating sites and partnerships; 3) Infusing and reinforcing the worthiness of social responsibility into the culture of larger knowledge institutions; and 4) Embedding social wedding and cultural duty in the structure of the knowledge program CHC Resources .

VISION We have a perspective of larger education that nurtures individual prosperity, institutional responsiveness and inclusivity, and societal health by promoting and training understanding, scholarship, and involvement that aspects public needs. Our universities are aggressive and attentive to pushing cultural, moral, and economic issues facing our neighborhoods and greater society. Our pupils are people of integrity who embrace range and are socially responsible and civilly involved throughout their lives.

In the short term, improved accessibility and increased quality in simple knowledge are effective systems for wealth redistribution and the promotion of cultural equity. This policy is consistent with the provisions of the new Constitution of Mozambique adopted on 16 Nov 2004, in their posts 113 and 114 which deal respectively with knowledge and higher education. Around the entire year 1990, the Government of Mozambique determined to improve their cultural, economic and political direction system from the centrally-planned process inherited from the communist time and followed a western-style of free market system. At the same time frame, it was also decided to adopt elementary improvements in the education programmes. Since severe improvements and large ranging effects were resulting from the usage of the brand new economic and political direction, it had been necessary to provide new guidelines and rules governing the management of institutions of higher education.
